Japan 24 Hour Advance Filing Rules
We would like to inform you about the new customs rules that will be enforced from March 2014 in Japan. The new rules require a vessel operator or a NVOCC to electronically submit to Japan Customs the maritime container cargoes to be loaded on a vessel intended for entry into a port in Japan, in principle no later than 24 hours before departure of the vessel from a port of loading.

* Empty containers, cargoes loaded on platform containers and transit cargoes will be excluded for the time being
Persons obliged to file and filing particulars
Shipping Company Shipment information for the Master B/L level
NVOCC Shipment information for the House B/L level
Filing methods
Filing in electronic form by utilizing Nippon Automated Cargo and Port Consolidated System (“NACCSâ€)
Deadline of filing
In principle, 24 hours before departure from a port in a foreign country/territory
Penal provisions
Any person who does not submit cargo information until the deadline will be liable to imprisonment with labor for up to a maximum period of one year or a fine not exceeding five hundred thousand yen

Mandatory Information for Advance Filing Rule
Japan Customs requires to submit more detailed information in Advance Filing than the current cargo manifest, which will still be submitted to Customs in addition to the Advance Filing information.
The additional mandatory information includes:

- Country and postal code, if applicable, of Shipper, Consignee and Notify Party address
- Precise cargo description and minimum 6 digit Harmonized System Code per cargo item
- IMDG code/UN No. for Dangerous Cargo

Advance Notice by Japan Customs after Risk Analysis
Japan Customs will carry out a security assessment on the data submitted and provide the following responses within 24 hours.

Code and Summary of the Advance Notice

DNL - DO NOT LOAD – Customs identify the cargo as high-risk and declare it should not be loaded on the vessel
HLD - HOLD – Additional data or correction of data is required to complete the risk assessment of informed cargo
DNU - DO NOT UNLOAD – Customs identify the cargo as high-risk cargo after the vessel has departed from a port of loading and cargo will not be allowed to discharge at any port in Japan
DNU is applied to the cargo when the vessel departed from a port of loading without cancelling the HLD message.
Cargo will not be loaded onto the vessel if any of the responses mentioned above are still applied upon before cargo loading.
